The Dursley often made difference between Harry and Dudley, probably even meaning it, and Harry never was jealous of Dudley himself, but of the relationship he had; When Dudley asked for something his parents made attention to him, maybe in the wrong way, while Harry never had those: attentions.

For sure Ronald was never jealous of Harry, neither Harry of Ron, because Mrs. Weasley always had the care of giving them both the same things: there’s particular one pace of Harry Potter and the Deathly Hallows that I personally love which is: when Molly Weasley gives Harry his seventeenth birthday’s present, a watch used by a family ancestor. Not new like Ronald’s one, but even if Molly couldn’t afford another one new, she preferred giving Harry a heirloom, instead of something else. “Because a gold watch is tradition, for the seventeenth birthday of a Wizard”. And when she starts to apologise to Harry because it’s not new, he got up and “hugged Molly, placing in that hug a lot of unsaid things”.

In my opinion: yes. Lily will always be his mother, but in a different way. He’ll always miss all the things he had with Molly and not with her, but that’s the point that he had WITH MOLLY. So I think, he kinda consider Molly and Arthur Weasley as parents, maybe more than he want to admit to himself. After all he for sure considers Ron as a brother.
